常に忠誠を (tsune ni chuusei wo)

The Japanese phrase 常に忠誠を is the most common translation of the motto of the United States Marines "Semper Fi" or "Semper Fidelis". 常に忠誠を means "Always Faithful" and is composed of the words 常に (read tsuneni) meaning "always", 忠誠 (read chuusei) meaning "faithful; loyal; sincere" and the grammatical element (read wo) which in this case acts effectively makes the preceding word into a verb.
